Data broker

A company that collects and sells personal information about people.

A data broker is a company whose business is collecting personal information about people — often from public records, online activity, and other companies — and selling or licensing it to others. Most people never deal with these companies directly, which is why a data subject access request can be a useful way to see what one holds about you. Your right of access applies to a broker just as to any other organisation — the right to know what is held about you does not depend on whether you ever chose to deal with the company.
